THE OLYMPIC PARK 30 years after
What can we conclude ?
1 – The Olympic park has become the largest industrial wasteland of the Olmpic sports.
2 – Jean Drapeau who put all his energy to offer it to the youth of the Quebec and of the easter Montreal has been betrayed.
3 – Base-ball disappeared.
- Cyclism committed suicide.
- Indoor sports have never been realized.
- Swimming has been neglected, if we consider the importance of the equipments.
- The outside surroundings have been neglected too and the fountains became jardinières.
- The work of this great Canadian artist, both painter and sculptor « Riopelle », considered at that time as a deposit, was removed from the equipments.
- Projects related to offices to be incorporated into the mast were evoked, whereas this is a quite unrealizable idea, surprising and destructive.
- Suppression of a walking slab originally designed for the quality of the complex and of its annexes.
4 – The great mistake was to have considered Jean Drapeau as a spendthrift politician, whereas he will remain forever a visionary for his city and his country. Af for what concerns the Olympic fund, we can say that the amount of the tobacco tax and its incomes would have make possible to build 6 olympic stadiums.
In fact, the stadium was paid as soon as 1984 but it must come back to Jean Drapeau still alive and Mayor of the City. But this did not appear possible to the Quebec. So, an extended debt was started in order to use a resource of several billions $, which must be incorporated into the Olympic fund (according to Guy Morin’s calculations from the financial statements and published in his book entitled « Une cathédrale inachevée”).
J. Drapeau never caused the ruin of the Quebec, but on the contrary he made the Quebec richer owing to his visionary ideas.
Roger Taillibert scheduled with the International Olympic Committee the projects related to the Montreal equipments. They aimed to reduce the costs, but the social climate as well as the numerous demonstrations lead to quadruple their amount which reached more than 983 millions (including the roof), estimation made by the Minister Raymond Garnaud in Septembre 1976 in Québec. Now, the Olympic fund would have collected about 6 billions $, i.e. the amount of 5 equipments equivalent to Montreal’s one.
Why in 1985 the « Tobacco Tax » was still collected as the stadium was already fully paid, according to the law issued, and which precised that the amounts received had to be paid back to the City. But, the problem was that Jean Drapeau was still the Mayor of the City, and that he must in no way take profit from his work.
Still worse, was the extraordinary idea to push to the cyclists’ suicide in favour of the penguins. It’s by that time that the “Endless debt” came into being, and it must die only 30 years later, what is more without having completed the work as it has been originally designed.
Jean Drapeau and Roger Taillibert were used as cover in the eyes of the whole world, whereas according to its rules, the R.I.O. had taken the engagement by a signed document as a definitive settlement to hinder in no way Roger Taillibert’s commercial activities and moral rights.
Roger Taillibert’s case, legalized through the « Gonthier decision » delivers the hidden truth.
Now, it remains to Roger Taillibert to ask the following questions unanswered till today :
- Why was he never consulted ?
- Why were plundered his inheritance and Jean Drapeau’s one ?
- Why was it made profit upon their names, while charging them of all the local mistakes (either professional or financial ones) which were thrown away by the Gonthier Decision, and the aborted request from the R.I.O. regarding Roger Taillibert’s project ? (2nd trial on the steps of the court)
- Why all the modifications of the complex were given to shady dealers either technical or financial ones ?
- Why did they never consult its designer ? Would the Quebec be hostile to moral rights and to the intellectual property ? does the Quebec take the defence of his artists or is he used to smash them ? In order to wake up the Quebec people, how is it possible to explain that 3 roofs were studied, 2 were realized without complying with the basic performances ?
- Why did they make support by Roger Taillibert all the burden of the financial overspending for the Olympic Park, whereas each worker of the Quebec knows about the story of the trucks and of the profit made by the professionals ? Why to hide the truth ?
- Lastly, why the international experts were they never confronted with Roger Taillibert ? Likewise, why did they never let know the Quebec people the serious reports established by the international experts about the technical mistakes ?
- And, why according to the professional ethic, the destroyers of a worldwide accepted project as a masterpiece assumed the right to destroy it wihout any reproach or penalties ?
If a fact, if an event apart from this narration, must enable the future owner to manage honorably this equipment, the management of such an equipment dependent upon the state has to be banished, especially without the help of true sports professionals. On the other hand, the truth exists, the figures too. Starting from an amount of 1 billion $ for the building, Mr Phaneuf, under Rejean Tremblay’s pen, notes that 30 years after the enrichment amounts to 6 billions from the Olympic tax decided at the beginning on a 48% basis of the yearly amount collected, which settled this file in 1985, but the true event was indeed the “endless debt”.
As a conclusion, 30 years later, when the Quebec government took the decision to announce to the people that his stadium was paid, according to the journalist M. Duddin, from the « Journal de Montréal », the amount paid was in fact 2,342 billions $. But in order to keep inform the people, we must remind him that Jean Drapeau, being a visionary, he never wanted to ruin neither the City of Montreal, nor the Quebec Government. On the contrary it can be demonstrated and there’s no mistake, that the amount of the enrichment having for origin the Mayor Jean Drapeau’s decision, amounts to 6,263 billions $, including the Olympic Park.
So, we must thank Jean Drapeau, after going off stage, to have achieved not only the Olympic Park, but also to have collected more than 6 billions $, freely paid by the smokers.

- As for what concerns the COJO report, in its volume 1 pages 59-60, it is mentioned that in 1982-1983, it was possible to give back the stadium to the City, but Jean Drapeau was still Mayor and alive, hence the creation of the “Endless Olympic debt”.
The Stadium’s Friends
